Each round has two phases: Allocation and Resolution.
Players secretly spend momentum on offensive actions, defensive actions, reactions, and initiative shifts. They also declare the target that governs target-dependent actions.
All allocations are revealed and processed as volleys. Resolution handles status effects, movement, reactions, attacks, defense consumption, and end-of-volley HP checks.
Unused reactions and temporary effects clear, momentum bonuses and penalties are tallied, and the next round begins with the updated state.
